Promoting the Construction of a Green Technology Ecosystem in Hong Kong to Attract Mainland Green Tech Companies to Establish Presence

From March 18th to March 19th, the “Green Enterprise Global Expansion Forum,” jointly organized by the Green Development Institute (Hong Kong) and the South-South Cooperation Financial Center, was held in Hong Kong. During the forum, participants engaged in in-depth discussions on the potential opportunities, business expansion, investment strategies, and risk mitigation for Chinese “green enterprises” in the global market.

On the 18th, Dr. Ma Jun, President of the Green Development Institute and Chairman of the Hong Kong Green Finance Association, shared insights in an interview with Daily Economic News. He stated that mainland companies implementing green projects in Hong Kong can prepare for their subsequent entry into international markets. Dr. Ma elaborated, “To meet the needs of enterprises going global with green initiatives, our Green Development Institute has undertaken various efforts, including promoting the construction of a green technology ecosystem in Hong Kong and attracting mainland green tech companies to establish a presence in Hong Kong and identify application scenarios.”

International Hydrogen Development Symposium 2025 opens

The opening ceremony of the International Hydrogen Development Symposium 2025, organised by the Electrical and Mechanical Services Department and co-organised by the China Hydrogen Alliance, was held today (March 13) at the Hong Kong Science Park.

Delivering an opening address at the symposium, the Secretary for Environment and Ecology, Mr Tse Chin-wan stated that as the world moves toward achieving carbon neutrality, the world will continue to push for green transformation in the following decades, leading to a significant demand for green energy and innovative low-carbon technologies. Among these, hydrogen energy stands out due to its clean nature, high transportability, and remarkable energy efficiency. He pointed out that, leveraging its distinctive advantage of enjoying strong support of the motherland and being closely connected to the world, Hong Kong is well-positioned not only to adopt the technologies and products locally for green transformation but also to serve as a demonstration hub for hydrogen and other green technologies for other parts of the world. As an international financial centre, Hong Kong can further assist the green transformation of various regions and enterprises by providing green financing and professional services.

SBTi launches draft Corporate Net-Zero Standard V2 for consultation

The key updates proposed in the new draft standards include clarifying Scope 2 target setting to promote the adoption of zero-carbon energy, requiring large companies to set Scope 3 value chain emission targets, introducing greater flexibility in Scope 3 target setting, placing more emphasis on tracking and reporting decarbonization progress, and incorporating options for mid-term carbon removal targets.

CDP and EFRAG publish correspondence mapping between CDP question bank and European Sustainability Reporting Standard E1

Today, the global environmental disclosure platform CDP and the European corporate reporting leader EFRAG released a detailed mapping document highlighting the high level of alignment between the CDP question set and the European Sustainability Reporting Standards (ESRS E1) in terms of climate disclosures. The mapping specifically identifies commonalities in key areas such as climate transition plans, emission targets, total Scope 1, 2, and 3 emissions, and internal carbon pricing. This new resource streamlines the reporting process by clearly linking CDP disclosures to ESRS requirements, simplifying the preparation process for companies already disclosing through CDP, and supporting organizations aiming to meet the ESRS E1 standards.

The Ministry of Finance officially issued the Special Fund Management Measures for Clean Energy Development

The Ministry of Finance officially issued the Special Fund Management Measures for Clean Energy Development on March 12, 2025, clarifying that special funds will be allocated through the central fiscal budget to support the development of renewable energy, clean fossil energy, and the clean utilization of fossil energy. The measures specify that the special funds will focus on five key areas: demonstration and promotion of key clean energy technologies, capacity building for large-scale development and utilization, public platform construction, comprehensive application demonstration, and other tasks assigned by the Central Committee of the Communist Party. The fund allocation will adopt competitive distribution, reward-based subsidies, and settlement based on actual performance. Notably, differentiated reward and subsidy policies will be implemented for the extraction of unconventional natural gas such as coalbed methane (coal mine gas), shale gas, and tight gas.

On the 18th, the Opinions on Promoting the High-Quality Development of the Renewable Energy Green Electricity Certificate Market, jointly issued by five departments including the National Development and Reform Commission, the National Energy Administration, and the Ministry of Industry and Information Technology, was officially released. The document aims to accelerate the establishment of a green energy consumption promotion mechanism, drive the high-quality development of the renewable energy green electricity certificate (hereinafter referred to as "green certificate") market, and further enhance the level of green electricity consumption across society.
